SHOCKED that use of Electronic Toll Collections (AKA FasTrak in the Bay Area) increased when paired up with a permanent discount for using it.
But of course, unlike New York's bridge and tunnels (70% usage) and Illnois' tollways (75% usage), Bay Area usage is at 39%. Why? Because people who use FasTrak don't get a discount even though they front up (in total) millions of dollars to use the system.
FasTrak requires you to use a credit card to fill your account. The initial charge is US$40. Then as you credit balance drops below US$15, your credit card gets hit for another US$40 recharge. That's a lot of float there man!
And because of that float, FasTrak users deserve a discount. I'd say, at least 50%.
