Cuz apparently, this is simply yet another tax being levied on the people so the liberal (democrap and green) elite can create yet another revenue stream to fund their special projects (I mean payoffs) in the guise of "environmentalism".
This is yet another example of social engineering and a result of bad fiscal management by the left-wing liberal San Francisco regime. Unlike it's attempts at raising taxes during the last election (which was defeated thanks to the local GOP), this tax, if passed will hit everyone.
But the left wing will have more free money to play with. And to them, that's all that counts. Along with the next government job that they can move to.
